About the Event

The Ukrainian healthcare system has unique potential: a strong engineering base, high adaptability, and real demand shaped by wartime conditions. This is a solid foundation for building a world-class HealthTech market.

 

At the same time, startups struggle to scale, clinics fail to implement new solutions, and the regulatory environment remains unpredictable. The problem isn’t a lack of innovation. It’s the absence of a system that transforms innovations into tangible patient outcomes.

 

We are bringing together those who can make a difference — to synchronize visions, openly discuss systemic blockers, and agree on next steps.

 

A working meeting for representatives of the state, healthcare providers, startups, and international partners will serve as a space for honest conversation and concrete solutions.

Speakers

Kyrylo Goncharuk

Founder and CEO of the health tech startup CheckEye. Oversees the company’s strategic, financial, and operational management. Additionally, serves as a board member of the Ukrainian Diabetes Federation.

Kyrylo has over 20 years of experience in IT product development. In 2023, he was honored with the “CTO of the Year” title by Mobile Europe. Previously, he held leadership positions at major Ukrainian companies such as VEON and DTEK. He holds a Global Executive MBA from IESE Business School, University of Navarra.

Inna Maslenchuk

Inna leads the MedTech and BioTech track within WINWIN. She manages the development of MedTech Sandbox, WINWIN MedTech Center of Excellence, state instruments for supporting MedTech startups, and strategic partnerships aimed at developing Ukraine as a global center for medical and biotechnological innovations. She has a medical education and a Master’s degree in Public Administration. She has many years of experience in reforming the healthcare system, developing public procurement of medicines, and creating regulatory mechanisms for innovative medical technologies.

Dmytro Horilyk

CEO and co-founder of DrugCards, an AI platform for automating processes related to drug safety. Works with pharmaceutical companies from 25 EU countries. Has over 10 years of experience in the pharmaceutical industry and specializes in combining artificial intelligence and the pharmaceutical industry. He also mentors early-stage technology startups, helping founders build systematic sales and scale their businesses.

Vadym Shekman

A manager with over 30 years of international experience in healthcare, pharmaceuticals, medical services, and information technology.

For 30 years, he lived and worked in the USA, where he founded and developed LifeCare Home Health & In-Home Services (2005–2021), a company providing medical and rehabilitation services.

In 2022–2025, he held the position of CEO of the Dobrobut medical network, where he managed the development of one of Ukraine’s largest private medical operators. He continued to work at the company as a member of the Supervisory Board. He is also a co-chair of the Medical Services Providers Committee of the American Chamber of Commerce in Ukraine.
